In 2023, the City posted a Request for Proposals to acquire and develop the Grand Gateway Master Plan Area (“Grand Gateway”). Grand Gateway comprises 8.6 acres of City-owned property located at the convergence of Cabaldon Parkway, West Capitol Avenue, and Grand Street.

In 2024, the City entered into an Exclusive Negotiating Agreement with a development team including SKK Developments and UrbanCore Development to acquire Grand Gateway to construct over 450 residential units, including affordable housing, 30,000 square feet of retail space, a hotel, a shared-use parking structure, a public plaza, and a public park. After operating for 87 years as a favorite dining spot featuring delicious homemade ravioli and garlic steak sandwiches, the Palamidessi family decided to retire and sold the property to the City in 2022. Club Pheasant sits at the busy intersection of Jefferson and Lake Washington Boulevards on the northwest corner of the Southport Town Center.

The City, in partnership with Turton Commercial Real Estate, released a Request for Proposals on January 19, 2024, with the goal of revitalizing the property to include food-related uses, while preserving the property’s legacy as a West Sacramento landmark.

In May 2024, the City selected RamCor Dev LLC as the preferred developer for the site and is currently negotiating the terms of a Purchase, Sale and Use Agreement. RamCor Dev LLC’s proposed concept includes multiple new buildings to accommodate a mix of diverse and local high-quality restaurants and public gathering spaces.
